There are people who somehow think bullying went away and were somehow spared I guess of the shit in the 90s/2000s of gangs of kids abusing the "zero tolerance policies" to fucking frame it like one kid they were bullying was the one starting shit by harassing them after beating the shit out of them. I unfortunately suffered immensely from that shit in like 1st-4th grade with the only thing similar after that being some specific teachers getting a bit too eager to call the security team on me to yank me out of the fucking class over really minor outbursts of frustration. Both cases i fucking hated and still do knowing the people responsible are now 'reformed" and instead just scream the right politics buzzwords of their selected "side" on social media nowadays basically doing the same fucking shit. Like this is a COMMON fucking experience with a lot of people who are in their 20s and 30s right now and yet I see these braindead ass takes about bullying that are probably parroting some comedy thing about it but unironically.

Honestly I've never seen or experienced a locker shoving or toilet waterboarding instance outside movies. Not to say that didn't happen with people but when I was a kid it was just "they beat the shit out of you on the spot in public, no prior warning. Then they run off to the staff and make shit up about you if they know there's a policy against bullying". You'd be extra fucked if you fought back insteadof just letting them wail on you. Essentially you were fucked if you did something, fucked if you did nothing. Word of four or five against word of one type shit.

Zero tolerance policies in schools are the physical manifestation of teaching children that self defense is wrong and you need to not fight back or you're just as bad as your abuser.
