The Executive enforces what the law says. If it says Tiktok is absolutely gone by the 20th, he can't interpret that as getting an extension. If it says "gone unless ownership changes", he can interpret that into a 50/50 model, but he's still bound by the text of the law on the deadlines. I'm asking about particulars of the law itself.
