To be pardoned you need to be convicted.
You need to be tried and found guilty to be convicted. Charged to be tried. Most importantly of all, you need to be arrested to be charged.

He's been promising us we'll be arrested for many, many years and I'm beginning to suspect he is will never happen. Brotherman called MPD checking to see if there ws a warrant out for him, answer was 'No, child'.

Not sure if anyone here would have any idea but let's say the city offers a settlement and somehow Pat's lawyers are able to convince him to take it, wouldn't that settlement probably include an NDA?
