I am okay with work from home, except for Federal Workers, every step we can take to make Government Jobs less attractive is a good thing.

The President has no authority to create new law, or a cause of action to sue the government. The US Congress has to pass a law saying you can sue, and new rights are either Amendments, or whatever SCOTUS finds to be already covered by the current Constitution.
