I haven't been in school in many years, but IEP from my experience was just a thing given to delinquents so the school wasn't caught "doing nothing" about unruly teenagers. This usually meant they spent the bare minimum amount of time on school property, allowing them the time necessary to become worthless burn-outs, drug addicts and gang members.

That's how it was back in the day. Some schools had special education resources that helped delinquent kids. Nowadays, everyone has an IEP.

I wasn't sold on this whole cartel idea but the people arguing against it are making a solid case for cartels being labelled terrorists.
