The anexos are very similar, but on a smaller, more individual, informal scale, to what the old “scared straight” type programs were like in the USA in the 1970’s, down to the violent removal from home to go to the program and the conditions people live in while there.
It’s interesting when first faced with increasing juvenile delinquency and drug use Mexico adopted similar model to how the USA dealt with their first major wave of drug using, delinquency in the 1970’s. (Juvenile delinquency and drug use has been around along time, but it was on a massive increase effecting the middle class (and even upper class) by the 1970’s. Even the Kennedy family sent their fuck ups to hardcore scared straight type programs back then.)

Elan School in Maine was the scared straight program for the wealthy, Kennedy family sent teens there.
Paris Hilton got sent to several as a teen. But there were a lot more for less monied families with troubled teens and addicts, and they were basically wilderness living programs where you dug latrines and had to keep yourself alive in a tent for several months under strict supervision. Famous for recruiting the “graduates” to work as new staff. The Job Corp was sort of born of this model but not nearly as brutal and not focused on drug addiction issues
