Luigi sadly was probably never taught cursive and had to make due to write fast. He has a pseudo-cursive sometimes as he randomly links letters to each other and writes very small. Naturally, he's going to write differently in "note-taking" mode than in "letter-writing" mode. One is more hurried and the other is more careful and thoughtful.
But as it often happens with people who haven't been taught calligraphy or some sort of cursive, their style can be wildly inconsistent depending on their mood, speed, and care they put into the words.
