I would say that it is expected. The amount was too close to the line so dropping down likely would have happened in trial. And well the other charges were there to scare him. My take is that prosecutor likely got exactly what they were expecting and looking for.

Justice would be served if they committed felonies, or defrauded any institutions of serious money. What did you think was going to happen here? You have to fuck up repeatedly or HUGELY to have your kids taken away. One kid being exposed to drugs is barely a blip, especially if the defense is that it was accidental exposure and there's not enough to prove intentional dosing. As far as we know, there wasn't a molestation or beatings so he's better than the majority of CPS cases anyways. Also rich family.
