I think the most likely series of events:

1. Told to put DEI shit into the game
2. thought they'd be clever and subvert it by having 'faggots are bad actually'
3. completely fucked up the PR.
4. dig in and lie to protect their claimed 'based' story.
5. PR gets even more retarded and attacks people who question the obvious DEI stuff

The way I see it, Embracer is entirely fucked right now (namely due to the Saudi thing that fell through) and they need a big hit, a BIG hit to get them back on an upswing. The Devs have clearly been told "we'll give you more funding and all the time in the world if you tweak a few things so we don't get the whites only controversy like last time". They will NEVER get an opportunity like this again.

But all of this has been for absolutely fucking nothing as the political landscape over the development cycle has seen a total backlash to ANY form of DEI and launching a game from a previously 'based' franchise just as the US election has proven that the world is sick of minorities in the wrong place is hilarious. Varva can't say shit because Embracer essentially allowing another Kingdom Come game essentially relies on this game selling a truckload and he's sweating because he's entirely fucked up, he's taken the gold and now he has to pay the fucking price.

People keep bringing up DEI, but they're forgetting that if they're trying to make the game more "accessible" it will no doubt effect gameplay as well. If they need "representation" so badly that also means they will dumb down the game and make it more generic so that Jamal and John Everyman can play it, too. The first game was historically accurate first and made a game out of it second, I have a feeling this will be much more like Skyrim to try and get wider appeal, especially if the thing with them needing to sell copies is true.
Too bad the game will still be too obtuse for your average player, and the odd nigger or gay scene won't change anything. Not that either is going to help Avowed either but a normalfag is more likely to play that just because it looks more like Skyrim than Kingdom Come.
Warhorse needed fans to pitch in more than ever, but they fucked themselves over every step of the way.

Something tells me this game was never that popular on consoles, largely due to requiring more than 5 brain cells to play. This isn't selling gangbusters, at least not anymore, and the consoles aren't picking up slack. Does this game even sell on Timmy Tencent's store?
At this point everything that comes out of Vavra or Warhorse should be considered a lie and we will only see what happens when the game actually comes out.
