It depends. Restaurants used to get more fresh food pre-COVID because the supply chain was not strained. Since COVID, a lot of restaurants switched to frozen because that is what was available. Most of the frozen food that gets served is vegetables and potatoes. Your shrimp is much less likely to be frozen than your broccoli. Shithole countries have a lot more "fresh" food because they do not have the logistics to keep food longer - they have to use it or lose it. The drawback of this is these countries also tend to have looser food safety regulations, which results in a higher rate of foodborne illnesses.
