They have smaller models (7b, 33b, 70b, etc) and people have quantized these smaller models as well which reduce memory requirements. A quantized 33b can fit on a 4090. A 70b can work on it if you're willing for it to be painfully slow (some layers have to be offloaded to the CPU since they can't fit in vram).
