I think it's better to think of this projects as a giant CCP grift to give construction contracts to their buddies. I don't think they actually believe that the Peruvians or any other third world nation will actually maintain anything they build. On the surface, it looks like a nice game of geopolitics, but deep down it's because the Chinese economy is floundering to find new places to dump money in an attempt to stimulate growth. They've really been reaching to maintain 5% gdp growth goals.
