It puts pressure on the powers that be if they are liable for their well-being. For example, prisoners doing a hunger strike could work. It isn't a good look for the warden to have prisoners die on their watch. But I don't think it is the right play when you're being deported. TPTB actively don't want you around and if anything would get you booted faster because they don't want to be liable for your retarded suicide.
