Negotiations assume both parties are relatively sane and willing to compromise. Trump is not willing to compromise at all given all of his recent actions. To believe Canada is an exception to this if we are just super nice enough is naive. How much more billions can we spend? That's literally part of the plan - to bankrupt the damn country so we have no choice. So keep spending billions on his demands in hopes he backs off?
