Canada actually accounts for a very large amount of drugs that come across. They only "barely account" because they never get caught at the border thus not being shown on the stats of being stopped at the border.

There are hundreds of known drug labs in Canada that are openly operating right now and all of those locations are known to Canadian intelligence but they don't do shit to stop it.
