This border plan was already announced well before inauguration. It's also not 1.3b up front, it's being scattered across the next like ten years. The government just posted a 62b deficit late last year btw - not only is 1.3 basically a rounding error in thr greater scheme of government spending, it also wasn't part of the budget and hasn't been approved by Parliament which is currently prorogued, so thetvery announcement of it isn't legal.
