I wonder if they're going to try the UK system where marketplaces (eBay, aliexpress, Amazon etc.) have to collect the import tax and send it to HMRC. All sellers are supposed to collect import tax on purchases of less than £135 and Customs send you the bill when it hits the border for purchases over £135. What actually happens is that everybody except the marketplaces either a. refuse to sell to the UK, b. never bother to collect the tax or c. they use a courier that does the import duties for them. Customs can't cope with the volume of stuff coming in so you're unlikely to get taxed for purchases under £135. I've bought something from the USA <£135 and never paid tax but the shipping was expensive af for a tiny thing so it might've been rolled into that.
