If I may I'd like to add a fifth to your list as well. It creates a class of people that depend on you for their position. You had something similar when you talked about "service oriented" but that was about medical dependency. I'm talking about social status. It's a common tactic to elevate a pariah class or minority group to a position of status and influence. This is because such people wont make allies amongst the majority and they know they're dependent on their sponsors for their privilege. It's why when the West sets up some proxy government they frequently make an elite out of some ethnic or religious sub-group. It's presented as helping the persecuted or some such but the Real Politik of it is that you have a loyal sub-class in power that is disliked and therefore wont find common ground with those they rule over.
