Not quite. In 1973, not long after Watergate, CIA director Richard Helms ordered all MKUltra files to be destroyed to prevent any DOGE-type investigations. Most of the documents were destroyed, but about 20,000 managed to survive due to plain old oversight. They got stored in a financial records building but were found through a FOIA request in 1977. Hippies didn't break in and nothing was stolen - the Freedom of Information Act prevailed. The discovery of the documents resulted in the subsequent Church Committee from Congress.

Stuff like this is why I always tell people that FOIA works and why I say there are definitely old secrets laying around in old or abandoned government buildings.
