I know I am late but its hardly an american thing. Church overall has had rough few past decades, with more and more substantiated and proven stories of priest rapists, pedos, gamblers, addicts, whatever. Vatican response in majority of cases was exactly that - move them around, conceal, move to other parishes, deny allegiations.. It has been happening for a while now.
