I deserve every single rainbow on this site for this, but what if the indications that the city is looking to settle have something to do with torswats obvious plea deal? Could be a "You let some unprofessional behavior slide, and we don't light your ass up for calling us out there 40+ times, you fat faggot" situation.

I doubt it if only because it’d be rewarding Patrick for a situation he created. If he is responsible for the swat calls I don’t see the city being like “shucks we fucked up a few times in your feverish false flag marathon, if you forget about that we won’t charge you for all the wasted resources.” If anything it seems it would just prove that their responses were justified because what kind of fucking maniac calls the police on themselves that many times? How can you develop an honor system with someone who is so dishonest?

I am relatively new to the Fats thread so i may be off the mark here, but he seems extra aggravated at stalker childs lately and more irritable than usual. Maybe his civil case isn’t going as well as has been speculated?

I'm not sure if "costs and disbursements" has some special meaning here, but costs are automatic and are usually near nothing. It's FEES that are the killer, and a prevailing plaintiff in a 1983 action is entitled to them. "Costs" can be a few hundred or thousand. Fees can ramp up into the millions.
