Trump More Popular Than Petro in Colombia After Trade Spat

Colombians overwhelmingly disapproved of President Gustavo Petro’s handling of a dispute with Donald Trump over migrants, another blow to the embattled leader who is now less popular in his own country than even his American counterpart.

Nearly three-quarters of Colombians hold negative views of Petro’s approach to Trump after his rejection of deportation flights led the US president to threaten steep tariffs on the South American nation, according to LatAm Pulse, a survey conducted by AtlasIntel for Bloomberg News and published Tuesday.

Less than half of Colombians — 42% — say they have a positive image of their president, while 55% view him negatively. Trump, by contrast, won positive marks from 50% of the poll’s respondents, against 35% who see him negatively.

Petro refused the deportation flights after decrying the treatment of migrants who’d been shackled and handcuffed, a move that turned Colombia into an early test of Trump’s efforts to use tariff threats to intimidate other leaders. Trump’s promise of 25% levies on Colombia initially rattled markets and the local business community before the two leaders struck a deal to avoid them.

But the spat appears to have had a drastic impact on Colombians. A striking 88% said they feared the effects of tariffs on their economy, by far the highest figure in the survey. About 60% of Argentines and Mexicans said they worry about tariffs, while less than half of Brazilians and 40% of Chileans said the same.

The poll also found that 82% of Colombians want their government to pursue closer ties to Washington, and 70% hold a positive view of the US. While the Andean nation has traditionally ranked as one of the US’s closest allies in Latin America, that put it about 20 points ahead of the next closest nation — Brazil, with 61% and 52%, respectively — in each category.

AtlasIntel surveyed 2,563 people in Colombia between Jan. 27-31. The poll has a confidence level of 95% and a margin of error of plus or minus two percentage points.

Joe Biden is viewed the least favorably of all current living US presidents — including Trump — while Barack Obama is the most well-liked, according to new Gallup polling.

Six-in-ten US adults said they viewed Obama favorably, while only 39% said the same of Biden. Trump, meanwhile, is viewed positively by 48% of US adults, according to the poll, which was conducted in late January immediately following his second inauguration. That’s an improvement for Trump, who was viewed favorably by only a third of US adults during his first presidential campaign. Americans’ views of Obama have remained steadily positive since he left office, and 20% of Republicans view Obama favorably, compared with only 8% who view Biden favorably.

Why it matters: Members of the Steering and Policy Committee — with House Minority Leader Hakeem Jeffries (D-N.Y.) in the room — on Monday complained activist groups like MoveOn and Indivisible have facilitated thousands of phone calls to members' offices.
  • "People are pissed," a senior House Democrat who was at the meeting said of lawmakers' reaction to the calls.
  • The Democrat said Jeffries himself is "very frustrated" at the groups, who are trying to stir up a more confrontational opposition to Trump.
  • A Jeffries spokesperson noted to Axios that their office regularly engages with dozens of stakeholder groups, including MoveOn and Indivisible, including as recently as Monday
Zoom in: "There were a lot of people who were like, 'We've got to stop the groups from doing this.' ... People are concerned that they're saying we're not doing enough, but we're not in the majority," said one member.

The other side: "People are angry, scared, and they want to see more from their lawmakers right now than floor speeches about Elon Musk," Indivisible co-founder Leah Greenberg told Axios.
  • "Indivisible is urging people who are scared to call their member of Congress, whether they have a Democrat or Republican, and make specific procedural asks," Greenberg said.
  • "Our supporters are asking Democrats to demand specific red lines are met before they offer their vote to House Republicans on the budget, when Republicans inevitably fail to pass a bill on their own."
  • MoveOn officials declined to comment.

Why it matters: The pressure campaign has created some internal friction as some House Democrats chafe under the tamer, more focused approach led by House Minority Leader Hakeem Jeffries' (D-N.Y.).
  • One House Democrat, speaking on the condition of anonymity, told Axios some members have argued Jeffries "can be focused," but should also "be a brawler."
  • "We're still looking for that national spokesperson," said Rep. Don Beyer (D-Va.). "And it could be that Hakeem becomes that national voice. ... It hasn't happened yet."

  • Democrats "have minimal leverage, but not zero," Greenberg said, arguing that Democrats should threaten to withhold their likely crucial votes to keep the government funded on March 14.
  • "Voters believe their representatives can do more. They're right. And Democrats must rise to the moment—now," she said.
  • MoveOn declined to comment.
Between the lines: Democrats have spent the last two weeks trying to turn up the heat against Trump and Musk after being caught flat-footed by their shock-and-awe tactics.

What to watch: Lawmakers described the task force — as well as a 10-point plan that Jeffries unveiled last week — as the Democratic leader's way of inching closer to the kind of strategy the grassroots is demanding.
  • Jeffries has also signaled plans to use federal funding as leverage to try to roll back some of Trump's most controversial moves, and on Tuesday he attended a rally on behalf of fired federal workers.
  • The base felt that "our leadership wasn't doing enough at first," the senior House Democrat said, and the task force "was his answer to people saying he's not doing enough."
  • Said the first House Democrat who spoke on the condition of anonymity: "I know that Hakeem is [a brawler] and we're going to see more of that fire."

A pair of bills to fund lawsuits against the Trump administration and defend immigrants from deportation became law when Gov. Gavin Newsom signed the legislation on Friday afternoon. The state Legislature, controlled by Newsom’s fellow Democrats, passed the bills early last week, ending a special session that Newsom called in December.

The fate of one of the bills to provide $25 million for nonprofits that defend immigrants from deportation and represent them in other immigration proceedings was in question last week. Republicans sought an amendment barring immigrants with serious criminal histories from receiving legal support with the new funds, but fell short of the needed votes.

Democrats led by Assembly Speaker Robert Rivas instead signed a “letter of legislative intent” — which doesn’t have much legal value — stating that the funds aren’t intended to help immigrants with serious or violent crime convictions.

Newsom said in an accompanying letter Friday afternoon that those legal services programs “are vital to safeguarding the civil rights of California’s most vulnerable residents, including people with disabilities, youth who are homeless, victims of human trafficking and wage theft, people facing unlawful evictions, immigrants and more.”

But the governor in his letter also stressed that “none of the funding in this bill is intended to be used for immigration-related services for noncitizens convicted of serious or violent felonies,” echoing lawmakers’ letter of legislative intent.

The governor’s letter also asked lawmakers to clarify that the funds are supposed to support Californians with Deferred Action for Childhood Arrivals status, known as “dreamers.” Other intended uses of the funds are to help seek immigration “remedies” for immigrants having trouble with their legal status and to help immigrants become citizens, the letter said.

The other bill that Newsom signed Friday hands out $25 million more to the state Department of Justice for lawsuits against the new administration of President Donald Trump. The department, led by Democratic Attorney General Rob Bonta, already has sued the department to challenge Trump’s historic attempts to end birthright citizenship and freeze potentially trillions in federal spending.

On Friday, Bonta filed a lawsuit to block billionaire Elon Musk’s Department of Government Efficiency from accessing federal payment systems that contain Americans’ sensitive personal information.

California sued Trump’s prior administration 123 times under Bonta’s predecessor, Xavier Becerra, and won about two thirds of the cases, mostly dealing with immigration enforcement and environmental rules, the attorney general said.

As he plans to deport more people living in the country illegally — a central campaign promise — Trump has also moved to roll back humanitarian protections for hundreds of thousands of legal immigrants, as he did during his first term in office. The U.S. Department of Justice has also told legal aid groups to stop work on federal programs that help people in immigration courts and detention centers navigate complex laws.

The two bills were authored in the Senate by Sen. Scott Wiener, a Democrat representing San Francisco. Sen. Brian W. Jones, the Republican minority leader from San Diego, had urged Newsom to veto both in a statement last week, calling the funding a “slush fund” and “political stunt.”
