If there's anything like a "deep state", it's the people in any bureau below the assistant director level. People who cannot - as a group - be casually replaced, because they're the ones that know where the boring-but-absolutely-necessary paperwork goes.

And like back in the day, people forget that servants - even civil servants - have ears.

So, there's no "deep state", no controlling authority buried in some basement room in Foggy Bottom...Just a situation where the career bureaucrats think the POTUS is a dangerous fool.
