Garbage exists in all databases and it's a waste of time and money to think about it if it's in production because some of the garbage is necessary and if you deleted it, it might break existing systems that reference it and cause random unforseen issues. You're not going to save any money deleting and breaking things because you have to pay people to do all that unnecessary work.

Yeah exactly this, I can't imagine one of my managers saying "Hey Matzo, we need you to go through our address database of 30 million customers and find all of the dead ones to make sure that nobody is returning stuff under their name", the cost of doing that and enforcing that system is less then the cost of just eating the return and the likelihood that I get business rules wrong because of edge cases is 100%

Deleting database entries is time consuming and introduces bugs (and often exploits). It's much better to set a flag on the person as deceased and then just ignore them in any queries that reference them for benefits.

Example of a potential bug: John Smith was born in 1910. He had a child at age 35, his name is Mike (currently 80 years old and alive). In Mike's social security entry it has a link to the entry for his father, John. This ensures that he's a real person, who was born in America. However, if you delete John, that reference becomes invalid. Now he's no longer a born citizen or it could create an orphan record link error.

Updating a database to delete shit is a huge pain in the ass. Flags in the record to indicate to not include that record for whatever reason are much better.
