What the leaders of Europe hate the absolute most is being criticised especially if it comes from their citizens. You deploy troops to a warzone and they get killed the elected leaders will inevitably get the flak and if it continues they might get voted out and lose that sweet sweet power. So none of them wants to be the one to commit to a peacekeeping mission, they all agree that it should happen but only if it's someone else doing it.
These are weak spineless men and women. That's why they will shit-talk America (when a Republican is in power of course) because it's the one thing that most European people can get on board with due to European stereotypes of Americans which is filtered to us through our news coverage which depicts America and Americans as loud, ignorant, bible-thumping, arrogant, gun-obsessed, school shooting morons. Even the most pro-American European will shit-talk America(ns) because we enjoy shit-talking so much.
But that is changing now because our standard of living has collapsed so much so quickly that we are starting to realise that all the talk of Europe being better than America because of our social policies or style of government was all bullshit because America is recovering from it's slump while we are falling further and people are thinking "wait a minute, we've been told that we are so much better than America because of our healthcare and strong democracies so how come America is recovering while were getting worse?"
