Completely cleaning a dirty river, even when purposeful, can take a very long time. For example, the Hudson River was horrific in the 1970s, and even now with all the decades of cleaning efforts it’s still not exactly clean and healthy and you probably shouldn’t swim in it. I can’t even imagine what it would take to cleanse a waterway that has massive amounts of the filthiest things imaginable pumped into it on a daily basis.
