Its like how the English empire had way less bureaucratic watchmen than the french or spanish or german empires in the 1800s, despite being way bigger, because a sense of patriotism and thought that doing good was its own reward meant way less corruption even in places like india where you had a couple thousand english men in charge of a billion people, with little oversight, just because a strong belief in doing good was better than any reward indulging in a vice might have given them.

i think the third variable is knowledge/prestige. a used car salesman will make way more money than an artist yet the people in power and people in general will respect an artist way more than a used car salesman. Beyond that a used car salesman won't be able to know the ins and outs of various stuff outside of how to look up a car's value on KBB, so giving him a free encyclopedia would be a waste of time. same with most small business owners.
meanwhile the sort of person inquisitive enough to make use of an encyclopedia would end up enjoying or thriving in college and then taking advantage of those email or government jobs that make them 6 figures while they do about 40 hours of work a year.
This also leads to fun bits like asking both why a car needs a catalytic converter. your average used car salesman just goes "CUZ ITS DA LAW" whereas an inquisitive person might check state requirements and realize its a bullshit money grab, and depending on if it is advantageous to them they'll either defend or be honest about it.
