The statute also does not apply if images are published via text message, email, or physical copies, only images published to an internet website.

That was the case when the law was initially enacted in 2015, but the definition of "sexually cyberharass" in the legislation was expanded in 2019 to include "[dissemination] through electronic means to another person".
