Where did you find those figures? The DoD has a black budget of billions alone, apart from defense and veterans. No one knows the precise amount because it's classified.

Also each state determines the amount of spending on entitlement programs for the poor, that's why different states have different amounts they give to the needy. A poor person is given far less in Alabama than in Vermont, and its a combination of federal and state funds.

Wrong genre though. In RTS, ramping up production is part of the strategy. Doesn't matter how much <resource> you have if you don't have a way to spend it. Sure, C&C and its ilk didn't bother with it, but StarCraft did, and that's probably the most known game in the genre, even if it's on the bottom of the RTS ladder.
