Super late on this, but it appears to be keratosis pilaris, which would be a build up of keratin on the upper arms, thighs, and ass on hair follicles.
It's more common in fat people and manageable with regular basic hygiene.

Even then, it’s usually only noticeable if it’s on an area of the body that’s covered with clothes a lot of the time (like the upper thighs). Having it on a part of your skin that’s exposed just means he isn’t washing himself.

I actually had this happen to me a while ago. I’m not fat but it came up on my legs once a few years ago and I almost immidiently got to treating it. Keep in mind that was just some mild discoloration, not full on growths like whatever the fuck is going on there. Benzoyl peroxide isn’t that expensive, Gabe. Invest in it, please.
