Ah, you've never seen how management of people actually works before. These sorts of steps and reviews are the first step, because outside of an ideal world, the super productive autist who barely talks to anyone often needs the manager in their corner to point out all the shit they do that they're too afraid to bring up otherwise. This sets an expectation that a manager should know and be able to speak to what their direct reports have been doing, and then they can go from there to figure out who's worthwhile and not. Without this expectation, a manager can hum and haw that they trust their people to do the thing, without actually answering the question of what they're doing.
