Banks and other business that handle sensitive documents at a regular interval either have a secure shredding service, I have socialized more information of how their procedures are secure but I'd imagine the basics are paper documents are collected en mass, shredded and popped directly into metal black box for incineration. I don't think it's primarily cultural. China's entire western half is mountainous and cold, and the northern half of the fertile area barely has enough water for the people living there, much less for plants. (This is why China has been trying to build a giant canal to carry water from south to north.) India on the other hand is mostly on the rainy side of the himalayan mountains that China contains, and the Ganges is famously the most polluted river in the world, so it's not like they've been conscientious stewards of the Earth or whatever.
That China has made an enormous plan to steal all of our technology and has systematically honeypotted and/or bought off a vast swath of politicians to enable them to do so? That China is using something like 20%+ of their gdp to build a military with the express purpose of eventually starting a war with us? That Indians have a higher net positive approval rating of Trump than Americans?
