My personal interpretation of the lore is that the youkai strong and lucid enough to be named characters generally can subsist and thrive just off being believed in and feared and that for them, actually eating humans is something they mostly do to maintain that fear and knowledge of their existence, or as a treat. Yuuka, for example, is known as a powerful and dangerous youkai, but in the current canon is known to mostly just stick to her sunflower field (except when she gets bored and decides to do a pretend genocide), so it doesn't seem to me like she would go hunting all that often, if ever.
Most of the named youkai characters - even Yuuka - would probably be ones you have a pleasant conversation with and then go back about your business as a normal, non-magical human, provided you don't choose to be a dick to them. Some, particularly the Kappa and those around the Myouren Temple, are even known to be actively friendly towards Humans and, to my understanding, advocate for mild pro-human reforms to the status quo.

Yeah, that's basically the canon. PMiSS features the line "strong people are usually smiling". They have nothing to prove and treat existence like a game, while nameless youkai can be brutal as they have everything to prove.
From Yuuka's dialogue with Eiki we know that youkai becoming carefree like this is bad karma - living like a lazy zoo animal opposes their cosmological role as predators. It's a pretty common eastern theme for avoiding reincarnation to just mean accumulating more sin; youkai getting old and never being properly exterminated, the Hourai immortals and the hermits who have cheated death all express this.
This is why Touhou has declined, instead of the cross-cultural philosophy that was underpinning the whole series we now get social commentary and increasingly designated villain characters.

Though I should also add that all Outsiders (unless we have proven exceptions like Sumireko) who wonder into the region will not end up in a better place from where they started. Outsiders actually do get attacked by the low-levels like Rumia for one; it's a common Touhou outsider story trope for a reason.
It's simply not a major focus in the series, that's all. /jp/sies who wish that the setting was Lewdsokyo will cry over the fact that the scene even happened at all but the semi-grim underbelly was always there in some capacity. It's just that no one truly cares about it since it will become null and void by the next game anyways and they prefer drawing the characters naked.

For context, I was browsing on the site's lolicon/shotacon CW thread a few weeks back as I stumbled across one of the cows people were talking about, Kashimu. The same retard whose so bad at predator hunting, they fostered a community filled with lolifags and other pedos under the veneer of "outing" MAPs, further enabled their fantasies, and going against anyone who dislikes what they're doing as antis.

Anyways, I happened to come across their Steam profile, per courtesy of @WelperHelper99 initially. Onto a great start already with a description like that.

I don't think this was posted, but the demo for Fantastic Danmaku Festival Part III came out! It's got the standard pretty visuals, weird playable character choices (Mokou? Really? Who'll be the extra boss?) and the mandatory original character first/second boss! It's based on Imperishable Night, obviously, but I'm not sure if it'll live up to expectations. Seems like they're reusing the barrier mechanic from Part II.
