the entire ending of 2make has this odd bit where they are on the road and leon tells the girls to hide from an upcomming truck, and it has a trucker flipping leon off and maybe driving to racoon city...

Man, the army were doing a god awful job at keeping the city contained, werent they?
 
While it would be nice, they never will.

Capcom for some reason hate it's history with RE and has none of the PS1 era games on modern consoles where as everything else is.
1-3 are on gog they added them this year and CV got voted to the wishlist. Also there's tons of references to those betas. There's an elsa walker skin im re2make, there's a beta rebecca skin in re0 remastered.
 
If rats are spreading it there's nothing they could have done to fix it. It was beyond containment once you had wasps, small spiders and rats carrying bio weapon material.
I don't recall spiders and wasps carrying it, effected sure, but not carriers.

I'd think with all the stray dogs wandering around the mountains that one or two probably ended up on the outskirts of another city, unless they dropped dead due to wear and tear/the virus breaking them down.

RE1 has wasps, baby spiders and crows with bio weapon traits. Since Umbrella's stuff is so unstable and we know rats spread it in RE2, there is a good chance they could spread it as well. The crows in RE1 are a major problem the games never address. Bio weapon birds can travel a long way.

Along with the fact that even if you did manage to somehow kill all of the currently infected creatures, scavenger animals are going to feed on them and probably become infected themselves. Then there's also all the weird shit with the plants [which I remember from Outbreak File 2 but believe they appeared in other games] that can apparently release toxic spores that, if I recall correctly, make your "infection meter" go up which means they're also communicating the T-virus apparently. Honestly the people on this page brainstorming it have probably put more thought into it than Capcom did.

Then in the Arklay Mountains there's another issue: just how many fucking underground secret facilities are there out there? The original laboratory from RE1, the labs from RE0 along with other facilities, the abandoned hospital from Outbreak File #2 that was strongly implied to be associated with Umbrella. How the hell would anyone know if they were all gone or even if they are destroyed, that the ruins aren't going to be leaking further biohazards? Then in the city there was some shit going on at the university that Umbrella had a hand in. When I was younger I always thought a nuke seemed a little overkill, why not just send in some helicopter gunships and spec ops guys and just wipe out anything that is moving? But thinking about it now, the nuke was probably the best call and honestly they probably didn't go far enough. In reality you'd have to vaporize that entire county to prevent anything from leaking and that's wishful thinking anyway since you've already got infected birds flying around. They can cover hundreds of miles over 48 hours. Plus given that U.B.C.S was supposedly Umbrella's crack team specifically trained to deal with an outbreak [although they got fucking owned during cutscenes in every interaction they had with B.O.Ws] and fared quite poorly in Raccoon City, well I doubt the "send in spec ops guys" idea to salvage what's left of the city would work anyway.

Probably the only way they could have salvaged the city somehow was to use the "Daylight" reagent [from the end of Outbreak] and somehow aerosolize it to spread it over the city and wipe out anything that's infected, but Umbrella likely wasn't any longer in a position to mass produce it. IIRC they basically got sued/seized into oblivion after the original outbreak with a few remnants kicking around like Rockford Island or the cruise ship, or Antarctica I guess. Meaning even if they wanted to try it, they probably couldn't. I've always been curious about that ending cutscene showing the observation towers in the Raccoon City crater. Who manned it? Umbrella or the military? I've probably forgotten a lot of the lore since my youth [writing fanfiction or RPing] but it's still intriguing.

The labs were air tight so even if you can spray it around you still have random bioweapons underground ready to break out when containment fails. What happens if a lab's power supply fails and the bio weapons wake up? You have to nuke and burn everything and even that isn't enough.

I always found it weird how post-Umbrella you always seem the same bio weapons in the story. Lickers, Tyrants and eyeball hentai monsters. Other companies took up the research but they're still using 1990s bio weapon technology.

But GOG isn't Capcom putting it out. They're just licensing it to them to distribute it and I'm sure it was GOG going to them and not the other way around.

Capcom refuses to put their old stuff on anything where as SNK has their entire library on every console. They've only started to breadcrumb anything out.

The U.B.C.S. were guinea pigs. Umbrella just used them to collect data concerning their creations and that's about it. If they wanted actual results they send in the U.S.S. And if they really, really, want something, they send HUNK.

Guessing the military. Makes me wonder, did the Spencer mansion crater get one?

The games talk about the virus needing the right hosts and it takes different forms because of them. You could say the dead bodies are people not compatible with the viruses. The virus doesn't have to kill you to turn you any way, so capcom have a lot of wiggle room.

Capcom messed up old releases by not renaming the remakes as remakes. Old releases are going to confuse casual customers.
