It reminds me of the asterisk on George Washington's first unanimous election. Every elector sent voted for him, but not every elector possible, because New York didn't send any electors. It was just up to the states to decide on their method of appointing electors, and NY house and senate deadlocked voting on a method and just didn't send anyone. Especially embarrassing because at that time New York was the seat of the federal government.

I understand the desire for a strong man to come in and just "fix it." I get it, I really do.
