Substantively, you also need intent for the info to be used to harm or harass the person, with knowledge or reckless disregard that the person is reasonably likely to suffer death, bodily injury, or stalking. And the publishing must cause the subject to suffer significant economic injury, emotional distress (protracted and not transitory or trivial), or death of the person or family member or household member, or cause the person to suffer a substantial life disruption.
So there’s a pretty high bar, and it’s questionable whether it’s even actionable because it explicitly says nothing protected by the First Amendment is violative of the act.
