By the looks of it, the info would belong to him. Mark and Theresa are the names of his parents and he currently lives in Temecula. I've never come across anything that suggests he has a criminal background and I kind of doubt that he would. These could just be minor infractions, like parking tickets, or a mix up as @charmaide suggested.
