This is actually one of my favorite episodes of Voyager. A Benkaran prisoner convinces Neelix that he’s only in prison because he’s a persecuted minority, and manipulates him into unknowingly helping him stage a prison break by sending a letter. When Neelix confronts him he suddenly says he actually has a brain abnormality (like the other featured prisoner in that episode) and thus isn’t responsible for what he did to end up in prison. Neelix walks away jaded realizing the Benkaran will say or do anything to get what he wants. The moral lesson basically is that some people, even if they are from a minority group, even a persecuted minority group, can still be evil.
