Ohio has bad laws about this stuff. Needs an actual meet up. Raxx isn't going to leave his cave until Sally's dead and buried and Ed's a faint memory (and he gets evicted). Maybe after that they can get him, but until then he's unfortunately pretty safe.

I still think a particularly talented one, at the right time, could get him, but I'm not hanging my hat on it.
