The Gimp Faced Killer would be an excellent slasher film to make. To make it more authentic, shoot it on film or on a multi-generation VHS tape. Digital film doesn't give it the grime and desaturated look.

He's just lying. They were an anti-prostitution group so they obviously weren't going to do that. If anything, they overpaid just to be able to permanently shut down a criminal blight on the community, the sort of vile hole that a rat like Russell Greer would patronize.

While you can make a property sale with a restrictive covenant, it's generally something like a covenant not to create a nuisance on the property, not to block an easement used to drive to an adjoining property, etc. I'm not sure a court would enforce a restrictive covenant to actually MAINTAIN a public nuisance.

Russell genuinely feels more strongly about brothels and prostitution than the most indoctrinated political extremist believes in their cause, the most devout zealot feels about their religion, or the most brainwashed cultist is to their cult. Just from reading it it appeared to have been a blind bid Cash Auction. So nobody asked or cared what the winning bidder wished to do with the condemned crack shacks. Isn't this the outfit that Russ claims he offered a $10k down payment plus financing on the "$150k" without realizing their winning bid was not $150k but $150k OVER the $1.2 mil asking price.
