To be fair, that might not be possible. Even in the counties where prostitution is still nominally legal, the regulatory hoops like licensing/zoning can make it functionally impossible to open a new brothel. For instance in one of Russ' lolsuits he was suing a dude who had the temerity to buy the only two plots of land in town that were zoned for hooking, and then refused to either partner with Russell or sell him one of the plots, thus forever blocking Russ from getting him his penis sucked there.
His extreme low ball offer was $100K in the case where he tried to sue a brothel owner into selling him land that they didn't want to sell, so I assume that his plan has always been to beg his parents to mortgage their house for him.

From the earlier article it sounds like they paid $1.3 Million in cash for all of Hof's properties in Crystal, which would be at least 3 shitty hellholes: Cherry Patch, Alien Cathouse and Love Ranch South.
