I don't even think it's "regression" from the societal changes between the 60s and now. I think it's because Star Trek portrayed a world where energy scarcity, food scarcity, and materials scarcity, didn't exist/were magically handwaved away with devices that could make all these things instantly. Most conflicts come from one or several of those things being disputed, but to build Star-Trek level replicators isn't possible (that we know of). Hence a Star-Trek-like resolution of human problems isn't going to happen because we can't make the tech they used to sidestep said problems.
