Fine, fine. The guy is 'wolf_on_the_hill' on FA, and here you go. I see in looking at his page he got a new refsheet some months ago.

As you can see there is a muzzle ring and a technology name. But there's more. Pastel colors, multicolored. He's explicitly an adult (DADs used to be said to be at least mentally about six years old), has a defined gender. Eats meat, sometimes. These are or were all counter to the rules. There are pictures showing him with trans and other pride flags but I think that was mostly because they were also not allowed to have a gender or sexual identity of any sort. I think even the eyes are in some manner transgressive but I forget what rule that is.

you bring up an interesting point, what if it's a different kind of communication device that isn't electronic in nature
will the name two-cans-on-a-string fly? what about an old wind up pocket watch? stone oven? gas powered lightbulbs? hell, the word 'microwave' does not necessarily refer to a microwave oven, what if i just wanna name my guy based on the wavelength?
realistically all of these are probably juuuust borderline enough to tick off the creators while being technically permissible, yet nobody will do it just to steer clear of any potential for a conflict

I don't think any of the people paying for these things or adopts actually give a shit about the designs, especially with how little use they usually get. It's just the feeling like they've interacted with and/or networked with the artist that they're actually looking for, as well as "This design/baseball card was made by some artist everyone likes!"
The furry community is BIG about buying on and selling stuff, as well as brands and identities, which is why artists with big numbers on Twitter are able to sell rabbits with an extra ear or something and maintain the illusion that they can actually do anything about it if you draw them anyway.
