Why would a Colonol sign a salutation to a footnote on a letter with "V/R" (very respectfully) to someone that they not only wildly outrank, but who is having the shit busted out of their entire military career? This is an O-6 dressing down someone who, if not for going to Iraq, probably would have been demoted to E-Shit. Maybe you could chalk it up to force of habit, but with how terse it is you'd think it might as well be closed with G/F/Y/S.
