Everyone must pay for their actions. But what I'm also saying is that an evil on that scale is fundamentally impossible. Someone, anyone, would have tried to report something. It's simply not possible to bribe that many people, and even if they did. The moment one of them is cast out or put on trial, they can turn on all the others, and with all the money and power they have, they could easily do what you're asking.
2 Billion people would never be involved in this for the same goddamn reason why we have a society to begin with.
A society built on evil eventually always collapses. Even North Korea can't control its own populace through force alone. It has to lie to them, not with money, but with words. Telling them the outside is so much worse, that they're ruled by a literal god king.
In this scenario you don't have that. even if you compartmentalize it, the moment someone who isn't supposed to know finds out the endgoal and talks to anyone else. The entire goddamn thing falls apart.
