Might be the lighting. Of course it's chance so he probably did the jar meme but he's poor and didn't have a jar
Edit: i only know gunpla, not anime characters figures but if it's the same. Better quality starts at $50 and gets better at $100+ range. Also depends on the model maker.

My understanding of figurines and stuff along those lines (i.e those super expensive statues you'd see with something like Berserk that cost upwards of like $400) is pretty limited, generally even "cheaper" figures can still be very high quality in terms of the actual work done for it, mostly in the paint. Even higher-end, more expensive figures can be considerably dogshit due to a really poor paintjob or general low quality work. This seems to fall in line with the cheap, low-end type of figure. Passable but not necessarily good in terms of the paint and quality of the general figure, and cheap.

I want to say it's the lighting, but I'm not too sure. It's way funnier to assume it's just coated in dust, which is probably the reality anyway. Based on the TV or monitor he is playing on being caked in fucking dust, dust I imagine is as old as the girls Raxx usually talks to...
