I am very late with this reply, ISPs can block entire websites, but it is usually on orders of government or higher-ups. ISPs can only see the domain of the site you visit (unless your connection is unencrypted, but Youtube will force HTTPS), so it's not even possible for them to block a single Youtube channel.

ISPs can't even see the domain you're connecting to over HTTPS, as that is part of the (encrypted) request body. They can, however, see the outgoing DNS requests (unless you're using DNSSEC) and the server's IP address, which can be shared by multiple websites. They could also see the domain in the Client Hello part of the TLS handshake, but TLS 1.3 allows encrypting even that now.
