This is bullshit. The ticket he has created is on IncogNET, their domain registar, not a hosting provider.
They got a boot from their hosting provider (If it even happened, they could be down for other reason), not a domain registar. As clearly indicated by his second screenshot with Cloudflare error page, you wouldn't even see if the domain was gone.

It would appear that - alongside exploiting children and getting them to self harm - they also swatted content creators, such as the one shown in the screenshot. It would also appear that the uttp recruited people via twitter when this was all taking place.

Although this site hosts blatantly illegal content and behavior, the domain .st belongs to Sao Tome and Principe which has extremely lax cybercrime laws.
You can try reporting all this info here: (https://www.nic.st/support/abuse), however, I’m not very optimistic these people will do anything. I’ve read that they only obey court orders.
