No, and often the "judges" that preside over these hearings have no law degree whatsoever. They are kangaroo courts which usually end up in IRL IBS slapfights. The only "punishment" that I've ever heard of is that in particularly bad cases one side might have to pay for the other's attorneys fees. I'm not aware of any other penalty.
