I saw the clip of the politician discussing Shadows and he acknowledges that it's still a work of fiction and there's not much they could do, their major concern was it might encourage tourists treating the place like a theme park, which is a fair concern. AC hasn't been a strong IP in a while, infact one could argue they had issues since Black Flag on the games indentity. Unity and Syndicate added a whole level mechanic for different regions, thus needing to find right armor or level up your gear. Origins, Odyssey, and Valhalla leaned much more heavily into being Witcher like games and frankly same can be said about Mirage.
